Douglas, the Democratic nominee in 1860 who was defeated by Abraham Lincoln in the general election, supported popular sovereignty-- the belief that states and territories (not Congress) should decide whether or not to allow slavery. As a esult of the Wyandotte Constitution, Kansas joined the Union as a free-state in 1861. This printed speech is a fascinating piece of 1860 election material in the midst of the debate on slavery.
